Centre for Entrepreneurship Development (Tamil Nadu) has implemented a variety of Entrepreneurship and Skill Development Initiatives for more than 25 years. Our successful initiatives are listed in the page “Achievements”. Now, we are proud to present the current projects for the year 2020 - 2021.

1. Skill Development Initiatives :

Knowledge and Skill development are the driving forces behind the financial growth and community development of any country.  Skill building is a powerful tool to empower individuals and improve their social acceptance.  It must be complemented by economic growth and employment opportunities to meet the rising aspirations of youth. 

Pradhan Mantri Kaushal VikasYojana (PMKVY) is a flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented through the National Skill Development Corporation (NSDC).

CED (Tamil Nadu) involved itself in the skill development initiatives for more than 20 years. The organization has implemented the skill development initiatives under thedifferent scheme such as :

  • STAR
  • PMKVY
  • PMKVY 2.0

 It has trained more than 10,000 persons as stated above during the past 4 years in the different skills under the Electronics, IT and ITES, Textiles, Renewable Energy and Retailing sectors. It is served as a Training Centre associating with the training providers under the different skill sectors.

During the current year 2019-2020 CED (Tamil Nadu) has been recognized by the Tamilnadu Skill Development Corporation to provides skill training in two specific trades i.e., Field Technician – Computing Peripherals and Solar Panel Installation Technician under the prestigious PMKVY 3.0 scheme.

Under above said scheme 60 persons will be trained in Field Technician – Computing Peripherals course and 60 persons will be trained in Solar Panel Installation Technician course during the current year 2020-2021.

The salient features of the scheme are:

  • This will be a FREE programme as it is sponsored by Government of India.
  • The candidates who have successfully completed 12th Std and in the age group of 19-35 are eligible to join the programme in Field Technician – Computing Peripherals course. Those were interested to join Field Technician – Computing Peripherals can contact the Trainer :

2. PM-YUVA : Implementation of the scheme in two states

i.e., Tamilnadu and Puducherry

The PM-Yuva Udyamita Vikas Abhiyan (PM-YUVA) is a centrally sponsored Scheme on entrepreneurship education and training being implemented by the Ministry of Skill Development and Entrepreneurship, Government of India. It will also include easy access to information and mentor network, credit, incubator and accelerator, and advocacy to create a new pathway for the youth.

Aims of PM YUVA :

  • Creating an enabling ecosystem for entrepreneurship development through entrepreneurship education and training.
  • Advocacy and easy access to entrepreneurship support network.

Scheme Duration:

The pilot scheme was launched during 2019-2020 by restructuring the earlier project by including the institutes in the skill eco system of the Ministry. Accordingly the following institutes were taken in to the scheme.

  • Pradhan Mantri Kaushal Kendras (PMKKs)
  • Industrial Training Institutes (ITIs)
  • Polytechnic colleges
  • Jan Shikshan Sansthan (JSS)

CED (Tamil Nadu) was contracted to implement the scheme in Tamilnadu and Puducherry states. As many as 36 institutions which included 26 Industrial Training Institutes, 6 Polytechnic colleges, 3 JSS centres and 1 PMKK centre in both Tamilnadu and Puducherry states.  It was mandated to create 60 New Enterprises and 100 Scale Up Enterprises through the PM-YUVA scheme.

Activities under PM-YUVA scheme :

  1. An orientation meeting was conducted for all the heads of institutions which were covered under the PM-YUVA scheme on November 14, 2019 at Chennai.
  2. The implementing agency i.e., CED (Tamil Nadu) organized Training of Trainers (ToT) programme for all the Nodal Officers of the 36 project institutions during Jan.-Feb. 2020.  As many as 76 Nodal Officers were trained and equipped with knowledge and skill to promote Entrepreneurship culture among the youth. The Nodal officers of these institutions were mandated to conduct Entrepreneurship Awareness Programme and Entrepreneurship Development Programme in their respective project institution. One more ToT was planned for the Faculty Mentors to provide Guidance and Counseling to the aspiring Entrepreneurs.
  3. From among the 36 institutions, 25 institutions conducted Entrepreneurship Awareness Programme. From among the above said 25 institutions, 20 institutions conducted Entrepreneurship Development Programme also.
  4.  CED (Tamil Nadu) was mandated to conduct 6 Community Mobilization Programme and 10 Boot Camps for facilitating the existing Entrepreneurs to Scale up their activities.

Due to the lock-down imposed by the Government on account of COVID-19 pandemic, all the above said activities came to a grinding halt between March – October, 2020. The Faculty Mentor Programme was conducted as an online programme during September 3 & 4, 2020.

As part of the scheme the Ministry of Skill Development & Entrepreneurship has instituted “National Entrepreneurship Awards Scheme (NEAS)” in 2016. Awards were planned to confer on the aspiring first-generation entrepreneurs to recognize and honour their efforts and achievements.

The scheme focuses on conferring awards on those individuals/organizations who are working as eco-system builder in the field of entrepreneurship development. The awards also seek to highlight the model of excellence for others to emulate and improve upon. 

Since some of the crucial activities got a disrupted due to COVID-19 pandemic, the Ministry extended the pilot project till the end of March 2021.

Now as directed by the National Hub of PM-YUVA, CED (Tamil Nadu) is now focusing on consolidating the gain in the conduct of EDPs and Mobilizing existing Entrepreneurs of different region and facilitating them to scale up their activities through Boot Camps.

3. Ministry of Science and Technology Programmes:

CED (Tamil Nadu) has been conducting Entrepreneurship Development Programmes, such as, EAC, EDP, WEDP, TEDP and FDP which are sponsored by Department of Science & Technology for the past 10 years.  More than 10,000 science and technology candidates were benefitted through the EDP and FDP programmes.

4. Startup Village Entrepreneurship Programme (SVEP):

Centre for Entrepreneurship Development (Tamil Nadu) is empanelled as a Project Implementing Agency (PIA) for implementing of Startup Village Entrepreneurship Programme (SVEP) by Ministry of Rural Development (MoRD) under National Rural Livelihood Mission. 

CED (Tamil Nadu) has been mandated to implement the SVEP scheme in Thirumangalam Block of Madurai District.  The scheme shall be implemented in association with Tamil Nadu Corporation for Development of Women Ltd. (TNCDW), which is the TNSRLM. 

Under the said scheme, CED (Tamil Nadu) will be facilitating and motivating the Rural Entrepreneur to establish sustainable Micro Enterprises. It will prepare the Detailed Project Report (DPR), train Community Resource Persons in Enterprise Promotion (CRP-EP) and facilitate the establishment of 2400 micro enterprises in a span of 4 years.

The project will commence during January 2021.

5.SFURTI

Centre for Entrepreneurship Development (Tamil Nadu) is empanelled as Technical Agencies for implementing of Scheme of Fund for Regeneration of Traditional Industries (SFURTI) Cluster activities for the period of three years.  The agreement between Khadi & Village Industries Commission and CED (Tamil Nadu) was executed on February 28, 2019.

CED (Tamil Nadu) is in the process of identifying viable clusters to bring them under the SFURTI scheme.

6. NRuM Project:

Centre for Entrepreneurship Development (Tamil Nadu) is empanelled as a Project Implementing Agency (PIA) for implementing of Management, Entrepreneurship and Skill Training to the Rural Women in Madurai District.  The Kovilpappakudi Cluster of the Madurai West Block (Panchayat Union) under RURBAN Scheme, National Rurban Mission (NRuM) has been identified by the state Government for the above said purpose.  CED (Tamil Nadu) is training 265 beneficiaries in five selected trades as shown below:

7. DDU-GKY:

Centre for Entrepreneurship Development (Tamil Nadu) has partnered with NIFT-TEA Knitwear Fashion Institute, Tiruppur to implement aResidential three months skilling course on Sewing Machine Operator (SMO) under the DDU-GKY scheme. 

This scheme is sponsored under the Ministry of Rural Development, Government of India. The Residential Training Centre is housed at

The eligibility to join the SMO training is any candidate in the age group of 19-35 years, residing in a village and having completed a minimum academic qualification of 12th std.

CED (Tamil Nadu) has been mandated to train 210 candidates in 6 Batches of 35 candidates. It has completed training and placement for 4 batches prior to March 2020.  There was a setback of 6 months during April – September, 2020 due to COVID -19 pandemic and the lock-down imposed by the Government.

Now, from October onwards, CED (Tamil Nadu) has again started mobilizing, identifying and enrolling eligible Rural Women for the SMO training. The current V and VI batches of 70 candidates will complete the training before March 2021.

8. AC & ABC Scheme of the Ministry of Agriculture and Farmers’ Welfare, Government of India through MANAGE, Hyderabad

Government of India through its Ministry of Agriculture and Farmers Welfare has introduced an innovative “Agri Clinics and Agri Business Centres (AC&ABC)” Scheme. The above scheme is being implemented by National Institute of Agricultural Extension Management (MANAGE), Hyderabad through its Nodal Training Institutes throughout India.  MANAGE has recognized Centre for Entrepreneurship Development (Tamil Nadu), Madurai as a Nodal Training Institute during 2017 – 18 to impart training in this part of the country. This Agriculture EDP training is a two months residential programme and the entire expenditure is met by the Government.   

The purpose of the training is to provide extension and other services to the farmers, support agricultural development and to create gainful employment and profitable self employment opportunities to the persons who have studied agricultural related courses.  The unemployed graduates / post graduates / diploma holders in agriculture and allied science courses can utilize this good opportunity.  The above training is a two months residential programme and offered Free of Cost to the beneficiaries.  They need to pay only an application-cum-registration fee Rs.500/- payable to MANAGE, Hyderabad. 

Subsidy pattern under Agri Clinics and Agri Business Centres (ACABC) Scheme has been revised from “capital and interest subsidy” to “Composite Subsidy” which will be back-ended in nature.  It will be 44% of project cost for women and SC/ST candidates and 36% of project cost for all other categories of entrepreneurs.  Further, the ceiling of project cost for subsidy has been enhanced to Rs.20 lakhs for an individual project and upto Rs.100 lakhs for a group project.

CED (Tamil Nadu) conducted 3 batches of Agri EDP during 2017 – 2018, benefiting 62 candidates, 4 batches during 2018-2019 benefiting 81 candidates and 4 batches during 2019-2020 benefiting 100 candidates.

As many as 70 candidates have launched their Agri Enterprises i.e., Financial assistance from the commercial bank was disbursed to 10 candidates and the sanction of loan is under process for 25 candidates. Interestingly, 35 candidates have launched their agri ventures with their own funds without waiting for the banks to disburse the loan. 

Due to the lock-down imposed by the Government on account of COVID-19 pandemic situation the entrepreneurship training was disrupted since April 2020. Now  MANAGE, Hyderbad under the Ministry of Agriculture and Farmers’ Welfare has given permission to commence the training from January 2021 onwards providing a detailed SOP for conducting the training on account of COVID-19 pandemic situation.

Accordingly, the training under the AC &ABC scheme will be conducted by CED (Tamil Nadu)  after the mid of January 2021 for the current year 2020-2021.

9. CSR Project to train the unemployed Engineering Diploma Holder in

    Automobile Sector:

The Eicher Goodearth Foundation (EGF) is a CSR initiative of the Eicher Group of Companies. The EGF has come forward to initiate decentralized demand driven employability and entrepreneurship training for youth in the age group of 19-23yrs. The organization has an ambitious plan to train over 5,500 under-privileged youth including 40% women in the different parts of the country in a spanof 3 years.

Centre for Entrepreneurship Development (Tamil Nadu) was identified as the Project Implementing Agency for the flagship programme of the EGF. The scheme has envisaged training of 1000 unemployed engineering diploma holders every year in 5 specific skills under the automobile sector. The training centre is expected to organize placement after the successful training for around 85% of the trainees in the automobile companies.

The industrial units established in Oragadam / Vallam area are in need of such skilled workforce.With the current availability of untrained ITI / Diploma candidates, the industrial units are constrained to invest a significant amount of their time and resources in training them extensively so as to make them suitable for their industrial needs.Under the abovesaid scheme implemented by RE Academy and CED, the freshers from the polytechnic colleges are trained intensively for one month in the specific industrial needs and employing organizations are required to provide only a brief orientation be for eplacing them in the jobs.Thus, the trainees coming out of such innovative technical training programme will be able to performon“Day-1”.

RE Academy for technical skills,Oragadam,Chennai:

CED (Tamil Nadu), Madurai in association with EGF has established the Technical Training Centre at Rrase Engineering College, Vanchuvancherry, Padappai, Chennai.

Through the above said scheme,Course outline and Content have been developed for 5 specific courses.The following technicalcourses are covered through this initiative:

  1. Automobile Engine assembly
  2. Automobile Vehicle assembly
  3. Industrial Welding
  4. Machining Processes
  5. Industrial Machine Shop Maintenance

In each of the above technical course,soft skills training will be integrated in the training programme.The following soft skill components have been incorporated:

  1. Language proficiency
  2. Communication skill
  3. Inter Personal Relationship(IPR)skills
  4. Teambuilding
  5. Personality development
  6. Entrepreneurship culture,etc.,

Training Facilities&Faculty:

The entire programme is conducted at Rrase College of Engineering, Padappai,Chennai.The requiredteachingaids including vehicles,cut sections,exploded models, working models, electronic circuit boards,training charts, CNC machine, etc., are installed in the college.The cost of the above said machines, equipments and tools will be around Rs.4 crores.Hostel accommodation to both boys and girls are provided in the college campus.

CED (Tamil Nadu) has identified and appointed reputed trainers as the primary trainers for each course.In addition, guest lectures by industry experts and consultants will be organized.The trainees are taken for industrial visits with the support of the sponsor to add value to the courses.

Placement:

CED (Tamil Nadu) will facilitate placement for all the successful trainees at the end of thetraining.It is also net working with different industrial organizations for conducting placement interviews.The candidates should be aware that the placement is given on meritand therefore, the training is to be taken seriously.

Target Group for the training programme :

The technical training to the unemployed engineering diploma holders in the disciplines of Automobile, Mechanical, Electrical and Electrical and Electronics Engineering and also in the age group of 19-23 years

Achievements of the Implementing Agency :

The scheme focuses on the freshers coming out of the polytechnic colleges fromTamil Nadu and other states. The scheme was launched on August 14, 2019 with the 1st batch of 52 candidates. During the year 2019-2020, 679 candidates were trained through face to face mode with an impressive placement record of 92%.

Due to lock-down imposed on account of COVID-19 pandemic, the training was disrupted during April – August 2020. Hence online training was conducted during June-August, 2020 benefiting to 244 diploma holders. Job offer was given by Royal Enfield Company to every certified candidate and many of them could not accept the offer and take up placement in said company due to reasons such as spread of COVID-19 in Chennai and surrounding areas, travel restrictions, transport issues, cyclone etc.,

Based on the good performance of the implementing agency, the CSR contract has been extended by EGF for another two years i.e., up to October 31, 2022.
